Enhancing Efficiency with Velosimo and MBARD

Background and Challenge

The Monterey Bay Air Resources District (MBARD) adopted Laserfiche for document management, which approves invoices and accepts grant applications. Simultaneously, they relied on the Accela Civic Platform for permitting and regulatory records. However, the lack of integration between the two systems resulted in inefficiencies, with documents stored in multiple places requiring manual intervention.

During an Accelerate conference, Amy Clymo, Manager of Engineering and Compliance at MBARD, saw a presentation on Velosimo’s Accela-to-Laserfiche Connector. Recognizing the potential to unify their records, she explored implementing the solution.

“We’re a small agency with no dedicated IT staff. We rely on contracted IT support, so any solution we implement needs to be simple, easy to use, and require minimal ongoing maintenance. Velosimo’s integration fit perfectly,” said Amy Clymo.

A California assembly bill also required air districts with over one million residents to make permits publicly available online. MBARD needed a seamless solution to ensure compliance and improve public access to permits.

Results: A Strategic Solution

With Velosimo’s Accela-to-Laserfiche Connector, MBARD could now move to Laserfiche as its single document storage system. All documents added in Accela are automatically routed to Laserfiche, creating a centralized and accessible repository.

One significant improvement has been public access to permits. Previously, staff had to manually retrieve and email permit documents for every public request, an inefficient process that added up to over 100 hours of staff time annually. Now, the public can retrieve permits independently through the Accela Citizen Access (ACA) portal, reducing the administrative burden on staff.

“This integration has streamlined our operations and improved transparency. Our staff can now focus on more valuable tasks instead of retrieving and sending documents manually,” said Amy Clymo.

Beyond public access, Velosimo’s solution has empowered MBARD to operate with minimal IT dependency. The integration runs seamlessly in the background, allowing staff to manage records without technical expertise.
